Sergey works on economic problems of energy sector development, mainly concerning state regulation in oil & gas industry.
After graduating from the Moscow State University in 1993 he worked as researcher in Association “Development of Russian Energy”, and starting 1996 as deputy director in the Independent Fuel and Energy Institute. He specialized mostly in advisory services on government regulation, investment analysis and economic modeling in oil&gas industry for government bodies, companies and international organizations.
He contributed to Russian Tax Code (MET chapter) and some provisions of other laws. Sergey is also a member of several working groups on petroleum taxation reforms in State Duma and Ministry of Energy.
Sergey is the author of two books and about 40 research articles concerning economics and government regulation in oil and gas sector, and is invited as a lecturer and speaker to international conferences. He received a Doctor of Science degree in Tyumen Oil and Gas University after finishing his research on government regulation in petroleum industry.
